Now that the dust has settled on the 2018 midterms, we know that President Donald Trump’s effort to rally the Republican base by exploiting border insecurity didn’t work—neither his fearmongering about the migrant caravan, nor his claim that he would end birthright citizenship. The caravan, billed as an incoming “invasion” of immigrants from Central America, presented no credible security threat, a fact immediately evident to most observers. And birthright citizenship is protected by the Constitution and thus cannot be cancelled by the executive branch.
